When a person mentions punk rock, it is not common for a person to think of poetry, but they should. Television is one of the first punk bands that developed their sound from poetry.
Richard Hell
Richard Hell was writing first, music second. This style was very punk because all popular, successful musicians were using shallow lyrics and focusing more on creating catchy, marketable songs. By paying attention to literary elements, Hell created a direct intersection of poetry and punk music.
Tom Verlaine
Tom Verlaine was a musician first, but very much crucial for the implementation of poetry into punk music. Without an interesting musical platform, Hell's poetry would have never caught anyone's attention, and the idea of blending two modes of art would have failed. Even after Hell left the band, Verlaine continued the idea of creating lyrics of literary complexity.
